What we found in play was that the ref needed access to the players'  
aspects in order to compel them, or otherwise to facilitate the Fate  
point economy. One side faces out, and then the aspects are available  
for any and all.

> How come the non-folding sheet has Cluster? Is that supposed to  
> list all the homeworlds of the cluster?

The Cluster space can be used for any of a number of things: to list  
the campaign (= the cluster name, perhaps), or to draw a little map.  
Really, whatever you want.
